Though existing rules to prevent high levels of lead in children's toys and other children's products were in place, over 35 million toys were found with high levels of lead in 2007. Due to the abundance of complaints, Congress created 2 bills which were signed into place on August 14, 2008. The House Bill "H.R. 4040" now known as the Consumer Product Safety Improvement Act of 2008 (CPSIA) requires children's toys and other children's products be tested in a third party laboratory for the presence of lead.
